Issue summary
Advisors are unable to navigate paste the summary page. The page presents normally and states the client is ready for debt advice but the Budget button which allows advisors to continue to the next page is not present. This issue causes delays in clients annual review completion.

Permanent Solution / Accepted Workaround
Investigation found that this was not permissions related as this would present differently. DLR recycle on 172.16.3.160 and 172.16.3.15 and resolved this issue. The problem has been resolved and was closed after confirming 6 months of no new reported incidents.
